Cannot upgrade to PostgreSQL 14 on 16.x CE

According to the Docs PostgreSQL 14 ist available since Release 16.2 for Manual Update.

However running gitlab-ctl pg-upgrade -V 14 says it's not. (Ubuntu 22.04 / 16.3.0)
