Verify Upgrade procedure for PostgreSQL 14 on Geo installations

We need to support upgrading GEO installations from PG13 to PG14. Initially this will be an opt-in upgrade.

The current procedure should not need to be deviated from significantly.

We should verify the following GEO installation types

1. Single node primary and secondaries
2. Separate database nodes on primary. Secondary with separate node running postgresql and geo-postgresql.

Related work:

1. Major postgres upgrades require replication to be re-initialised. We know this to be the case with Linux packaged PostgreSQL. However, as part of this effort in this issue, we should check if this is also true for managed PostgreSQL so we can update the documentation as per gitlab#427719 (closed)
