Change AL2022 builds to be AL2023

Summary

We released AL2022 builds in the GitLab 15.9 milestone, but AL2022 never got a GA release from Amazon. Instead they released AL2023.

The release version changed, so our install script does not work on this version at the moment. We are waiting on a packagecloud update to bring 2023 support to our package repositories. Once that is in place we need to do the following:

• Update the 2022 builder images to be 2023
• Change the build and release jobs from 2022 to 2023
• Update omnibus scripts that change behaviour for 2022 should also account for 2023 (selinux, openssl)
• Update the supported OS page to list 2023 as supported, and 2022 and EOL
• Update the install page to use 2023 instead of 2022
