Stop Enabling Grafana by default for new installs

Current state

We currently have Grafana enabled by default for new installations. Grafana switched licenses for their 8.x release so we ship 7.x. Grafana no longer is releasing security patches for 7.x with the release of 9.x.

Desired state

We should have Grafana disabled by default for new installations to ensure new self-managed users are not running an outdated or unpatched version of Grafana unexpectedly. Users will have to actively choose to run Grafana.
