Automate deployment and QA of FIPS packages on a proper FIPS environment

In #6702, we are running QA using GitLab docker images using system SSL. However, they are not true reflections of a proper FIPS environment. We should make use of RAT/GET to spin up a FIPS environment, deploy a GitLab FIPS package in it, and run QA against it.
