Publishing an Arm based AMI of GitLab EE to the AWS Community AMI catalog

This is a request to publish another version of GitLab EE that is compiled to run on Arm64 architecture(AWS Graviton2) as part of the release process?

Reason: AWS is seeing an increased adoption of its Graviton2 instance types and is launching a new formalized Graviton Service Program to replace the existing partner page that we are currently included on (https://aws.amazon.com/ec2/graviton/partners/).

As part of that service designation, AWS would like us to provide an AMI that provides parity with the x-86 instance we currently publish.

In researching this with @balasankarc he stated this "If on top of Ubuntu 20.04 ARM64, relatively easy as we have packages for it available"
