Enable system ssl builds by default for fips certified platforms

In #6316 (closed) we will have added compile support for system ssl omnibus package.

This issue is for switching that on by default for platforms that have fips certified openssl (rhel/ubuntu/etc)

This should only be done once we are confident those builds are working well. (#6318 (closed) is complete, gitlab-qa has been run against it on those platform.
