Remove PostgreSQL 11 from Omnibus

Summary

PostgreSQL 11 will no longer be supported in GitLab 14. The minimum required version will be PostgreSQL 12.

Proposal

Remove PostgreSQL 11 from the Omnibus package.

Issue used for the PG 10 removal: #5099 (closed)
