Verify Geo installation with Patroni and PostgreSQL 11

The implementation of Patroni from #5112 (closed) needs to be verified in Geo installation with PostgreSQL 11.

Note that testing and verifying a non-Geo installation is already done in #5112 (closed).

In addition to general testing, test a Geo secondary failover and check if cascading replication works
