Audit licenses of all the components bundled in the package

Follow up from https://gitlab.com/gitlab-org/omnibus-gitlab/issues/4927. We need to ensure all the components we bundle in the package ship all the necessary files (like NOTICE for Apache licensed files) to be in compliance with the FOSS licenses.
