Remove node['gitlab'] monitoring deprecation in next major release

In !3583 (merged) deprecation notices were added for the monitoring node attributes under the 'gitlab' key. (As they were moved to being under monitoring)

We can clean these up, removing the deprecations, in the next Major release. GitLab 13.x
