Reconfigure shouldn't regenerate `/var/opt/gitlab/consul/databases.ini`

If it doesn't exist, then it should be created. But if it exists already, then we probably shouldn't run execute[generate databases.ini].

This should only be the case if we're using the consul watcher. If this is a non-ha setup using pgbouncer (i.e. /var/opt/gitlab/pgbouncer/databases.ini is the file), then it should still run
