Use go 1.7.x on build machines
Originally done in #1544 (closed)
After the switch it caused issues in production: https://gitlab.com/gitlab-org/gitlab-ce/issues/25839
We reverted back to 1.5 in #1813 (closed)
We still need to move forward with Go 1.7 .
