I can not access my Gitlab after installing it

I have installed Gitlab through this guide https://www.digitalocean.com/community/tutorials/how-to-install-and-configure-gitlab-on-ubuntu-16-04

But, When I reach the step "Performing Initial Configuration Through the Web Interface" says that access with my ip of gitlab. When I reach the step "Performing Initial Configuration Through the Web Interface" says that you access with my address of gitlab. Which in the directory "/etc/gitlab/gitlab.rb" I have the following IP

external_url 'http://pc_ip:8082"

When trying to access from a client pc, it remains loading and shows nothing.
