Improve handling of preventing automatic start/stop vs. preventing automatic database migrations
It is unclear exactly which situation you should use /etc/gitlab/skip-auto-migrations
vs. gitlab_rails['auto_migrate'] = false
.

I would just like to point out that as of 8.12, setting
gitlab_rails['auto_migrate'] = false
should be the only method in use. The prior setting of/etc/gitlab/skip-auto-migrations
is legacy at this point, and present for support.
It appears you still need /etc/gitlab/skip-auto-migrations
if you want to prevent automatic start, stop, and backup per https://gitlab.com/gitlab-org/omnibus-gitlab/blob/master/doc/update/README.md but I think that would be better with a different file name since you should use gitlab_rails['auto_migrate'] = false
to prevent database migrations.
