setup gitlab.rb permissions to 0600 automatically

When running reconfigure it'd be nice if it confirmed that permissions for gitlab.rb are properly set to 0600 (per https://gitlab.com/gitlab-org/omnibus-gitlab/blob/master/doc/settings/database.md) and fixed if they aren't.
