Update to Ruby 2.3.1
We're planning on upgrading Ruby to 2.3.1 with GitLab 8.10. This is a tracking issue for making sure Omnibus is ready to be shipped with 2.3.1 once we start doing Release Candidates.

As for Omnibus, @marin maintains it, but developers are expected to submit a merge request to Omnibus if their gitlab-ce change requires one. See if you can figure out how to update Omnibus-packaged ruby to 2.3.1!
