Add FIPS build for AmazonLinux 2023 to allow AmazonLinux 2 instances

Support SLES 15.6 (SP 6) by uploading the OpenSUSE Leap 15.6 package
to the SLES repository.

Both OSes are binary compatible as announced in
https://www.suse.com/c/introducing-suse-linux-enterprise-15-sp3/.
