Metric Dashboard Terminology

A recent slack discussion wanted to standardize how we define a component in a dashboard. Is it a chart? Or is it a panel?

This issue is meant to continue that discussion and have a place to standardize our terminology. As an outcome of this issue, we should update our documentation to include the standard terms and/or update the handbook.

panel contain single displayable unit (most of a times it is a chart) https://docs.gitlab.com/ee/user/project/integrations/prometheus.html#panel-panels-properties

panels are included into some group (panel_groups) https://docs.gitlab.com/ee/user/project/integrations/prometheus.html#panel-group-panel_groups-properties
