Duo Developer stays open after each answer: new flow version developer/4.0.0
> **Updated 2026-10-16** after the chat engine owners accepted the design: https://gitlab.com/gitlab-org/modelops/applied-ml/code-suggestions/ai-assist/-/merge_requests/7419 (ADR-001, answers in https://gitlab.com/gitlab-org/modelops/applied-ml/code-suggestions/ai-assist/-/merge_requests/7419#note_4014157346). ### What users get
- A Duo Developer session started from GitLab stays open after each answer and can be continued.
- A follow-up continues with the full conversation and the code Duo Developer already pushed.
- Nothing changes for anyone without the feature flag.
### Requirements
- `developer/4.0.0` is `3.0.0` as a `chat-partial` config on the chat engine: one `AgentComponent`, no routers, no `user` template. Every message, the first included, reaches the agent as a user message (plain `{{ goal }}`), which fits the message ingestion design (https://gitlab.com/gitlab-org/modelops/applied-ml/code-suggestions/ai-assist/-/merge_requests/7467) without a config change.
- Listed in `ENGINE_OWNED_CONFIG_VERSIONS`. It is the first flow the engine runs in production.
- Same tools, prompt and behaviour as `3.0.0`, except for resting. Quality, cost and speed no worse (https://gitlab.com/gitlab-org/modelops/applied-ml/code-suggestions/ai-assist/-/work_items/3172).
- The engine's boundary writes `IDLE`; questions and approvals keep their statuses (https://gitlab.com/gitlab-org/modelops/applied-ml/code-suggestions/ai-assist/-/work_items/2878).
- `require_tool_approval` stays at the `chat-partial` default. In CI nothing pauses: trigger sessions run on the background surface, which has no "ask" rule, and Rails pre-approves the flow's privileges.
- A continued session runs the exact version it started on (https://gitlab.com/gitlab-org/gitlab/-/work_items/630374). Every later 4.x is listed too, enforced by the registry test (https://gitlab.com/gitlab-org/modelops/applied-ml/code-suggestions/ai-assist/-/work_items/3286).
- Rails selects `^4.0.0` for new sessions behind `duo_developer_continuable_sessions` (`flow_version_resolver` in the Developer foundational flow definition). This applies to every CI-started Developer session, including ones started by a work item status trigger: see https://gitlab.com/gitlab-org/gitlab/-/work_items/633375 before enabling.
### Two steps
**1. Add the config** (`configs/developer/4.0.0.yml`). Not blocked by the engine:
- Nobody reaches the file while `duo_developer_continuable_sessions` is off: the resolver keeps sessions on `^3.0.0` (https://gitlab.com/gitlab-org/gitlab/-/merge_requests/262809).
- Until it is listed, `^4.0.0` runs on legacy `chat.Workflow`, which drops `subagents`/`include` (workspace agents), `ui_log_events` and `identical_tool_call_limit`. So the flag stays off until step 2 is deployed.
- MR: https://gitlab.com/gitlab-org/modelops/applied-ml/code-suggestions/ai-assist/-/merge_requests/7519 (stacked on https://gitlab.com/gitlab-org/modelops/applied-ml/code-suggestions/ai-assist/-/merge_requests/7516).
- Depends only on https://gitlab.com/gitlab-org/modelops/applied-ml/code-suggestions/ai-assist/-/work_items/3286: a `chat-partial` registry file can omit `routers`, and an engine-owned flow can't declare them.
- The prompt is inline and has no `user` template (https://gitlab.com/gitlab-org/modelops/applied-ml/code-suggestions/ai-assist/-/merge_requests/7050 refuses a repository prompt or a `user` template for engine-owned flows). Prototype: `configs/developer/4.0.0.yml` in https://gitlab.com/gitlab-org/modelops/applied-ml/code-suggestions/ai-assist/-/merge_requests/7413.
- Once it's on `main`, the quality comparison against `3.0.0` can start (https://gitlab.com/gitlab-org/modelops/applied-ml/code-suggestions/ai-assist/-/work_items/3172), with a second measurement on the engine after step 2.
**2. List it on the engine** (`("developer", "4.0.0")` in `ENGINE_OWNED_CONFIG_VERSIONS`). Waits on, in this order, owned by the chat engine:
1. https://gitlab.com/gitlab-org/modelops/applied-ml/code-suggestions/ai-assist/-/merge_requests/7049: classify a session entry from the checkpoint tip.
1. https://gitlab.com/gitlab-org/modelops/applied-ml/code-suggestions/ai-assist/-/merge_requests/7050: dispatch `ChatFlow` entries, with a check that refuses to list a version with a `user` template.
1. https://gitlab.com/gitlab-org/modelops/applied-ml/code-suggestions/ai-assist/-/merge_requests/7231: production-path test against a Rails double.
1. https://gitlab.com/gitlab-org/modelops/applied-ml/code-suggestions/ai-assist/-/merge_requests/7296: a message after a failed turn rolls back to the boundary.
1. A fix for https://gitlab.com/gitlab-org/modelops/applied-ml/code-suggestions/ai-assist/-/work_items/3066 (no MR yet).
Before listing, check that `ChatFlow` binds what `3.0.0` uses today: `include`/`subagents` (workspace agents), `ui_log_events` and `identical_tool_call_limit`. Anything missing is engine work and goes on the list above.
And on ours: https://gitlab.com/gitlab-org/modelops/applied-ml/code-suggestions/ai-assist/-/work_items/2878 (`IDLE`) and https://gitlab.com/gitlab-org/gitlab/-/work_items/630374 (pin). The blocker links on this issue refer to step 2.
**Rolling back after listing.** Once `developer/4.0.0` is listed, sessions are stored as `idle` and have `IDLE` checkpoints, so neither half of `IDLE` can be reverted safely:
- A DWS without https://gitlab.com/gitlab-org/modelops/applied-ml/code-suggestions/ai-assist/-/merge_requests/7518 sends `retry` for an `idle` session, which Rails refuses, and its stop walk skips `IDLE` boundaries, so a stop or failure rolls back past finished turns.
- Rails without https://gitlab.com/gitlab-org/gitlab/-/merge_requests/262822 doesn't know the stored `idle` state.
To back out, switch the engine's `end` terminal back to `INPUT_REQUIRED` and keep both MRs deployed. Revert either one only once no session is stored as `idle` or has an `IDLE` checkpoint. Raised in https://gitlab.com/gitlab-org/modelops/applied-ml/code-suggestions/ai-assist/-/merge_requests/7518#note_4060179834.
### Done when
- Step 1: `developer/4.0.0.yml` is on `main`, unlisted, and passes the config validation tests.
- Step 2: `developer/4.0.0` is listed, and customer zero gets it through the flag.
- A session is continued at least twice in GDK, in CI, with context intact.
- The quality gate passes.
### Known quality note
- The mention's goal template tells the agent to address the requester, and that first message stays in history, so later answers on the session page still start with "@user". Per-turn context belongs with each message, which is what message ingestion (https://gitlab.com/gitlab-org/modelops/applied-ml/code-suggestions/ai-assist/-/merge_requests/7467) enables. Tracked in https://gitlab.com/groups/gitlab-org/-/work_items/24023.
