Prepare Flow Registry V1 release

Problem to solve

Prepare 1st stable version of Flow Registry framework to be used by AI Catalog as discussed at gitlab-org/gitlab#569786 (comment 2746283385)

Proposal

TODOs:

1. Create v1 package including AgentComponent along with surrounding framework code like Flow or FlowConfig
2. Expose v1 version in the gRPC handler
3. Rename flows web environment to ambient to better match with industry terms
