Duo Workflow should create and run tests

Problem

We have a Jaccard score of 50% in non-test files but only 3% in test files. Which means that Duo workflow is currently not creating tests.

Outcome

Jaccard-tests similarity increases to ~50% for non-test files.

This may help us with increasing SWE-Bench score as we can instruct Duo Workflow to write test and replicate the issue before attempting to solve.
