Navigation State - Logged out

Problem

The current navigation has queues to sign up and other use cases that we have not yet designed for with our navigation re-design.

Proposal

• Spend some time discovering those flows and how our navigation should interact with and support those user journeys
• Make suggestions based on those needs

Timing

• This is not needed for the beta because whether the beta is on for a user is determined by their user account. This means that when a user is logged out, they will always default to the old navigation until the navigation is turned on for all users.
