The DevEx group is more formally taking ownership of Labkit. So I think
it makes sense to have Elliot as a codeowner.

I have been reviewing in this project to become more familiar with Go
years ago. It still isn't my mothertongue, but I know enough to be
dangerous, and will reach out to others if needed.
