Proposal: Mobile DevOps Project Settings

This issue is a proposal to add a new section in Project Settings for Mobile DevOps. This section would contain settings for Auto Pipelines, Code Signing, and App Platform Connections. The screenshot below shows several iterations of features, the initial iteration would start with a smaller set of capabilities and expand from there.
