Send "Contact Sales?" email when self-hosted runners are successfully set up
Problem
GitLab's paid features are very powerful for helping teams create and deploy code in a safe and effective way. Because GitLab has so many features it can be confusing to understand which ones are necessary for a team to work seamlessly with GitLab. Many times we see that when a user reaches this point they are ready to talk to a sales contact who can tell them the package they need and the next steps they should take.

Add an email to our triggered email campaigns that asks the user if they would like to talk to sales the day after a hosted runner is successfully set up.
