[UX] Update continuous onboarding to use CI/CD walkthrough

Problem

In continuous onboarding we link users to an issue which requires more reading and understanding before action can be taken. Instead, we could take users directly through the flow.

Hypothesis

Directing users to the CI/CD walkthrough will increase the overall number of users in the project.

Requirements

Update the below link for 50% of new namespaces to direct users to the CI/CD walkthrough.

Proposal

Direct users through the following flow:

1. Click "Set up CI/CD"
2. Land on the Pipeline Empty State Page
3. Select a template and land in the pipeline editor
