Limit In-Product Onboarding Email Series to Only Free on self managed
Problem
Customer success sends many helpful emails to admins of paid accounts to help them get started with their namespace / instance.
Proposal
In order to preserve that communication and not over communicate to a new user likely overwhelmed with trying to get their GitLab project up and running, we should limit the new In-Product Onboarding email series to just Free instances / namespaces
