Provide more feedback and guidance to admins when adding users
Overview
One of the challenges with renewals and their coresponding "true-ups" is that throughout the year of using GitLab user management is not a focus for many admins. This is partly due to the fact that we do not provide good context of what adding users to the system does and what it will mean when a renewal happens.
Proposal
We should provide more information and feedback to admins when they are adding users so that they are more aware of when they will incur additional charges.
This could include things like:
- Showing users/seats available on the user screen
- Serving a proactive warning when a customer is going to go over their seat count with explanation of the true up process
- A break down of the true up charge they should expect, directions for how to proactively purchase additional seats through the customer portal (for self-hosted)
