[UX] What's New - Settings - Ability to Disable

Overview

As part of our work in #279 (closed), we want to enable the ability for a self-managed admin to control the What's New feature.

Proposal

Create an option where admins can set the display options for What's New. (Need to determine the best location for self-managed) Note: This will not be an option for .com

  • Show to all - all versions
  • Show to all - current and previous versions
  • Show to only admins - all versions
  • Show to only admins - current and previous versions

Recommend we place the access controls for the feature inside the Admin Area > Settings > General page > Visibility and access controls
