Backfill auto-renew data for enabling Gitlab to know the auto-renew setting of a subscription or license

Overview

As part of our effort to enable GitLab to understand the auto-renew setting of a license or subscription, we need to backfill the current setting for all existing subs and licenses.

Acceptance Criteria

The auto-renew setting (On or Off) is stored for all existing subscriptions and licenses that are less than 1 year past their expiration.
