[Engineering] What's New - Add Linter for YAML

Overview

With the work in #5385 (closed) we introduced the concept of using a YAML file to generate the content for the What's New feature. We should add validation so that we can easily catch any formatting issues before they break something.

Proposal

Add validation similar to that which is used for the release posts to our YAML
