Add support for Openshift 4.19

We recently updated our Openshift cluster to 4.19, and the runner operator is no longer in the catalog. We would rather use the certified runner operator than the helm chart if possible. Is there an ETA on 4.19 support. Openshift 4.20 isn't too far off either, with I believe an October release date.
