Role.rbac.authorization.k8s.io "gitlab-runner-app-role" not found

Using Openshift 4.13, installed operator 1.25. Trying to create a runner, but it stays in Waitiing state with the error in the title.

It looks like the "gitlab-runner-app-role" role and related items are not in operator.yaml but are in operator.k8s.yaml, could that be related?
