"Add a Room" button in Communities tab is confusing

I was trying to find a way to return to the community exploration page from a room, and expected the Communities tab to lead me there. I found a "Create a Room" button instead, which pops up a room creation modal which is immediately overridden by a community creation modal.

1. This button should explicitly state that it is for adding communities rather than rooms
2. The logic for the button should skip the room creation modal
3. The "Explore" button from the Search tab should be considered to go alongside or replace this button
