Add ability to delete user and disassociate data

Add ability to delete user and disassociate personal data (data assigned to a ghost user).

This can be an "Delete account" option in the user settings dropdown with a confirmation modal. The confirmation modal will have a checkbox to additionally disassociate personal data and assign to ghost user.
