Push notifications

There is a web-push feature toggle on https://next.gitter.im/ which enables the service worker and push notifications. We could roll this out to the public.

iOS does not support browser push notifications yet so those user's would be lacking. We could potentially setup bare bones "Gitter push notifications" app that just received push notifications and links off to the browser.
