Renaming Secret Variables in the codebase (EE Port)
What does this MR do?
This is the EE Port of https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/22414, which renames "Secret Variables" in the codebase to "CI Variables". There is one added commit to change a few EE-only files.
UX was changed in https://gitlab.com/gitlab-org/gitlab-ce/issues/38479, but the codebase was untouched at that time. See CE MR for more details.
