Added forward_deployment? to deploy only forward deployments

What does this MR do?

This MR introduces the forward_deployment? method which checks whether a job should go ahead in deploying a deployment. It also explores the possibility to drop the non-relevant builds without relying on a separate worker (this scenario is explored in another MR: !24412 (merged))
