Add E2E QA email delivery tests

What does this MR do?

Add a new e2e test for email delivery.

As outlined by @stanhu in gitlab-org/quality/testcases#247 (closed):

Depends on new scenario definition MR at gitlab-qa!338 (merged)

1. Launch a MailHog docker instance and direct smtp config to it
2. Create a project and invite a user to it
3. Use the MailHog API to confirm the invite e-mail was sent properly
