Unquarantine cluster health kubernetes test

What does this MR do?

Monitor cluster health test was failing due to issues with GKE storage. This was fixed by https://gitlab.com/gitlab-com/gl-infra/gitlab-gcp-janitor/merge_requests/9 for the comparable Configure issue. Last few runs have the spec passing, so this dequarantines the test.
