Remove ignore column of trace section id

What does this MR do?

We've already dropped ci_trace_sections.id in the previous release. This MR is for cleanup the unnecessary ignore_column. You can read full story in #32569 (closed).

• Ignore the column with %12.4 -> !17805 (merged)
• Ship migration to drop the column with %12.5 -> !18741 (merged)
• Remove ignore column with %12.6
