Resolve "Dependency List is not up-to-date - frontend"

What does this MR do?

• Increases font size of section header
• Adds link to documentation to header
• Adds a link to the latest pipeline (if API includes job_path - depending on user's permissions)
• Adds time information on when the latest pipeline ran (if API includes generated_at - depending on user's permissions)
