Add "Edit Dashboard" to metrics dashboard using the dashboard's project_blob_path

What does this MR do?

This UX enhancement expects new can_edit and project_blob_path properties in the dashboard data from the backend. When set, they allows the user to jump to the original dashboard .yml file in the GitLab blob viewer.

⚠️ Note to reviewer/maintainer: The backend counterpart is not merged yet. !19663 (merged) this change is backwards compatible so even merged shouldn't affect the user. Backend was merged.
