What does this MR do?

This MR allows a user to override the vulnerabilities database used by the GitLab Analyzer for Docker Containers by specifying a CLAIR_DB_IMAGE variable. This will allow customers to run container scanning in an offline aka Air-gapped instance by providing their own locally hosted vulnerabilities database.

The CLAIR_DB_IMAGE_TAG environment variable introduced as part of !16342 (merged) will be deprecated and eventually removed in a future release, however, it's still supported for the time being, so any build scripts making use of that variable will still continue to function until the value is removed.
