Drop `id` column from `ci_build_trace_sections` table

What does this MR do?

This MR drops id column from ci_build_trace_sections table, which is about to overflow on the int4 type.

This is a continue work from !17805 (merged). We've already deployed code and confirmed that the id column is not used in application.
