Disallow 'schedule:package-and-qa' to fail

What does this MR do?

schedule:package-and-qa should't timeout anymore after #33272 (comment 227717340), so we should disallow it from failing again.

Note: omnibus-gitlab!3678 (merged) and !18216 (merged) should also help avoiding the timeouts.
