Resolve "Emails forwarded to Service Desk email don't come"

Handle forwarded emails through an alias, which have the original address in one of the Delivered-To headers, for incoming emails.

I also picked https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/11014 into this to avoid spec conflicts.
