Quarantine a non-deterministic test

What does this MR do?

Quarantines a non-deterministic test due to the following issue https://gitlab.com/gitlab-org/quality/nightly/issues/146, and adds an extra expectation in the test for when it is de-quarantined.

The new expectation was added in a previous MR that I closed without merging !17746 (closed).
