Resolve "Productivity Analytics: Update text to not mention filtering by assignee"

What does this MR do?

Currently, we cannot filter by assignee on the Productivity Analytics page. This MR updates the text on the empty state/intro page to avoid confusion.

This is behind the productivity_analytics feature flag.
